C:\Windows too large

I have a DELL desktop with a 20gb C: drive to which I added a second larger D drive later. Initially I installed all applications on C:\Program files and later when I started running out of space in C:\  I strated installing on D: Program Files.
 
Currently my C drive has only  < 14% free space and I am unable to defragment as it requires 15% free space atleast. Looking around and deleting and reinstalling old apps on D:\program Files I noticed that C:\Windows directory alone a lot of files adding to a size of 6.54 GB, which to me looks like Windows Update information file storage! They have directiores like  KBxxxxxx, $NTUnisntall.... , $NTServicePackUnisntall... etc; .
 
I have two questions to anyone who is familier with these files please!
To make more space available on C:  drive, 
1. Are all these files required and if not can some of them deleted ?
2. If all are required, is it possible to move them ewlsewhere on to a different drive ?

ccleaner can wipe old windows updates files, among other stuff. get it at ccleaner.com (freeware)

I would suggest you check C:\Windows\temp and your "Temporary Internet Files" they tend to be the main culprits for lack of drive space.

Red hawk : Deltree will delete the whoel directory.
I think I was not clear enough of my problem. Before deleting what I want to make sure that it is SAFE to delete these files. Are they not required for future updates or restore to previous status ?
 
To Redhawk: All temp and Internet\temp files have been already deleted.
 
To EP _FOX:
I could not find what -u mean tin the format command.
Re format c: /u, Format command will format C drive!!! I hope you were not joking!!!
 
Coconut: Thanks for the suggestion ccCleaner! I am a bit skeptical about free third party software as though they deny it they often do contain other hidden activity built in to them.

ccleaner is safe. if youre paranoid, search for a "clean temp files" batch file i saw once on google. its a giant batch that cleans out a bunch of stuff

I think a newbie like me, who did not notice the smiley coming to this forum for help could have easily lost valuable data because of lightheaded distorted minded "Senior members" like EP-XOff and redhawk. I think is unfair to give unsuspecting forum users misleading advice. Hopefully the moderators will see to that these so called 'Senior members' behave the way they are supposed to in this public forum. A harmless joke is one thing and a disruptive advice is another!!
