The problem does not happen when the system is booted into safe mode.  It sure seems like some program that's running in "normal" mode may be involved.  What other processes are running on the system?  You might consider selectively eliminating running processes and services, exiting  applications, etc. to see if you can determine if one is somehow involved.
 
What drivers are loaded (use Process Explorer; select the SYSTEM process and enable DLL View, then chose File -> Save As to save a report containing info about the loaded drivers)?
 
After starting the Firewall in Control Panel all entries are greyed out and there was no possibility to start it up.

What's grayed out?  Not sure what specific settings you may be referring to.
 
Rebooting doesn't help?

Firewall in Control Panel all entries are greyed out
In the Firewall panel I was not able to select any checkbox:
-ON (recommendend)
--Don't allow exceptions
-OFF (not recommended)
Now the display is back to normal, I can select checkboxes.
 
Went into ProcessExplorer and created the DLL listing as per your request.

I came accross something that might be a possible reason. Let me explain. In oder to connect my machines I am using a simple batch-file that checks what machines are currently turned on by means of a 'ping' . Upon response the batchfile invokes 'net use' commands to map drives on other machines. This used to work fine untill recently - I would assume, but is not certain - when I installed or uninstalled Kaspersky. Curious as I am I tried what 'net view' would reveal. The error message was:
Error 6118: The list of servers for this workgroup is not currently available.
the command 'net use' throws error 53:
System error 53 has occurred. The network path was not found.
I checked to make sure all PCs are in the same Workgroup named 'HALO'.
 
These errors occur regardless wether the Firewall is turned ON or OFF (tried both).
 
So I am thinking of disabling and uninstalling the NICs (one onboard, one in a slot) on the affected system.
 
Or, is there a way to reinstall the whole TCP/IP stack?
 
This might have something to do with the original problem described.

I am not quite certain which processes and services I can eliminate without damage. Applications no problem.

Additional Infomration:

From the affected system (A) I can 'ping' another Computer (B)  and send a 'net use' command successfully to (B).
'net view' produces error 6118.

From computer (B) I cannot 'ping' the affected system (timeout) nor can I send a 'net use' command successfully (Error 53).
The command 'net view' lists the affected system correctly.

I have already reset the Router and the Hub. Also powered off everything.
Result: No change for this behaviour.
Browser display delay: unchanged.

I find it curious that 'OneCare Firewall Driver' is still loaded. But I can't see it anywhere in Regular Mode.
Also I don't lke the 'IP Filter driver', IP Filtering is turned off in the NIC config.
...and what is 'mrxdav.sys' ?
 
So what do I need to do to selectively switch off (and back on) certain drivers and DLLs? Perform that in ProcessExplorer?

Hmm... not exactly what you asked, but perhaps related... You might try:
netsh winsock reset
 
You might also have a look here.
 
I am not quite certain which processes and services I can eliminate without damage. Applications no problem.
Leave things like winlogon.exe, lsass.exe, csrss.exe, smss.exe, services.exe. Pretty much anything else would be open for exiting / terminating.
 
Error 6118 is "ERROR_NO_BROWSER_SERVERS_FOUND" : "The list of servers for this workgroup is not currently available"
Sounds like a browse master is not available or some such.

Yes, most likely it's a master browser problem, but it seems as if they don't understand eachother. Each machine has its '..__MSBROWSE__.'.
But the one from the affected Machine cannot recognize the others (or vice-versa)
 
Also the affected machine does not keep ARP entries. The command ARP -a reveals 'No ARP Entries Found'.
 
ARP on another machines reveals the following:
Interface: 192.168.1.39 --- 0x10004
  Internetadresse       Physikal. Adresse     Typ
  192.168.1.34          00-04-23-d0-4e-fb     dynamic
The affected machine is x.x.x.34 (!).
 
pmemnt.sys - why on system?
no idea - will check it out.
 
Yes, I used to use Partition Magic to resize Volumes. But no longer needed, could probably uninstall, if possible.

I can disbale services, I can kill processes. What about DLLs, delete them?
I don't quite get it what I should do in 'ProcessExplorer' or 'Autoruns'.
 
Important Notice:
As I am leaving for L.A. today Smile, I have to put further actions on ice for now untill I return in late November. Only then I will have access to the affected machine again to further probe and hopefully find the solution. Once I am back you will notice as I will then pick up our thread here where I have to let it rest for a while.

Autoruns can be found on the Sysinternals site.

Have a look at it, the help file, the web page, and the following topics, and then see if you still have questions.

Dlls can perhaps be prevented from loading through the use of Autoruns, or by uninstalling the software they are associated with.

after 3 months of great travelling the US-West I returned back to home.
When I was in San José, CA, I brought an old Netware 3.12 back to life and retrieved 'valuable' marketing data for the client (ironically the client could not find anyone in San José - presumably the IT-Capital - who was able to do this job for years).
 
Anyhow, the issue you were trying to help me resolve got resolved easily by simply whiping and reinstalling XP on that same machine.
Almost everything is back to normal on that machine. Still there is an interesting networking issue going on that I will describe in new thread named 'Folder shares on XP English & German'.
Hope someone in your team can bring some light onto it.
