TCPView

Kindly read the TCPView webpage and have a close look at the screenshot showing TCPView in action.
TCPView is a Windows program that will show you detailed listings of all TCP and UDP endpoints on your system. [...] TCPView provides a more informative and conveniently presented subset of the Netstat program that ships with Windows. [...]

TDIMon

Kindly read the TDIMon webpage and have a close look at the screenshot showing TDIMon in action.
[...] TDIMon gets its name from the fact that it monitors activity at the Transport Driver Interface (TDI) level of networking operations in the operating system kernel.[...]

I'd say that TDIMon works on a lower network and OS level than TCPView.
