Monitor for file showing up

I've been looking through the impressive list of utilities offered under Sysinternals.  I've been trying to figure out if any of the utilities will accomplish a particular task I have in mind.  I am looking for some utility which will monitor a specified folder for the arrival of a specified file, then when that file shows up, run a specified application to process that file.  Does anyone here know if any of the Sysinternals utils (or any similar util) will accomplish that kind of task?
