Hi,
 
I am using Windows 2003 Standard Edition. I am running low on drive space on c: drive and found that there was 4.3Gb in this folder C:\WINDOWS\PCHealth\ERRORREP\Qsignoff

is contains .cab and .txt files, can i
delete these files with out causing harm ?

They can be safely deleted via the drive cleanup options found in the drive properties dialog.
