psexec - does remote login need admin privs?

I am trying to use psexec to execute an exe on a remote server. I am giving it the explicit -u -p credentials of a regular user account on the remote server. I get the following error unless the remote login has admin privs.Does the remote user have to have admin privs for the Psexec service to start on the remote machie?
 
The command is:
 
psexec.exe \\SERVER -u SERVER\user -p  password -d  -l myExe
 
The error I get is:
 
PsExec v1.98 - Execute processes remotely

Couldn't access SERVER:
Access is denied.
If I give my remote user admin privs it works.

Yes. Definitely so. No proven way around it.
