Hi, crowlt.
 
Generally, CSwitch Delta is the number of context switches for the thread / process in question, since the last sample / update / refresh interval.  A high value (as determined by what?) means that the thread has been busy (used CPU time).
 
For Interrupts and DPCs, the PE help file states:
Another sometimes useful metric is the number of interrupts and DPCs generated per refresh interval, which you see when you add the CSwitches Delta column.
