CMD.exe prefetch hidden from Windows API

   I know this CMD.exe prefetch log entry often appears and it is usually a false positive and also, it is often discussed in this forum.
My question is a little bit different: on a Windows system where cmd.exe is often used so the prefetch must be present, are there other circumstances when this message could appear?
