I got the same problem with SP3 too, that's why I moved back to SP2.

Good solution, yet it does not always seem to work.
I tried installing SP3 too but even then I still get the activation loop :)

Wrong.  It uses a device driver, as very nicely described here:
http://www.sysinternals.com/Information/BootTimeRegistryActi vity.html

Interestingly & conveniently, by the time than Regmon encounters the error (when run in  Safe Mode with Command Prompt), it has already extracted REGSYS701.SYS to c:\windows\system32\drivers\, and when it exits that driver remains there.  So to "manually" enable Regmon's Boot Log mode, I think all that will be necessary is to load a few registry values:

Yep, that did it.  (Well, for some reason I was getting errors when loading the .reg file, but I fiddled around with the "permissions" and finally got it load that stuff into the registry.)

That enabled me to enable Regmon's "Boot Log" feature from Safe Mode with Command Prompt, so that it would run the next time I tried to boot XP.  I did it on a fresh, unactivated XP, and when it offered to activate Windows I said yes.  Then, when it got to the screen where it offered me the choice of activating by Internet or phone, I bailed out & restarted the computer, back into Safe Mode with Command Prompt, and -- yea! -- the REGMON.LOG file was there.

But there're no timestamps in it, and comparing it to a log of msoobe.exe Which I made on an already activated system does not make it obvious (to me) what the key differences are.

Very interesting indeed, yet it does not always solve the problem. Also I posted something before about the solutions given like re-install when in the activation loop, removing wpa.DBL and wpa.BAK and changing the RegDone value to 1 and the Activation required value to zero these solutions do not work. Yet I am now trying out an solution that says a script is looping.. Ill note you when i do have a solution to the already activated xp loop,

Re-install does not work. I work at an IT company where we install computers and repair computers daily, Re-install, removing wpa.DBL and wpa.BAK, changing RegDone value to 1 and Activation Required to zero in regedit in safe mode, all these do not work.
 
If anyone has another idea, please post it :) If I find the solution I will come back at it :)

Just had this problem (activation on endless loop) and here's the solution:

1) Kill the Activate Windows program (C:\WINDOWS\system32\oobe\msoobe.exe)
2) open regedit
3) go to "SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\OOBE\CKPT" and right click and choose permissions and give both your login and SYSTEM "Full control"
4) relaunch the Activate Windows program: Start / Run / c:\windows\system32\oobe\msoobe.exe /a
5) It will run normally

ok, so i have read this and i know its old but it deserves an answer that works

first you need to start the pc in safe-mode
click start
then run
then type regedit and click run
in hkey local user
software
microsoft
windowsnt
current version
wpa events
then modify the oobe-timer value

now go wild change the digits and characters to whatever you want

exit regedit afterwards then reboot now you will get the activate now but this time you will get the option to call customer services to activate or retry with the same product key

i changed my key to a different one then activated lol didnt want to end up in the loop again :)

I'm using XP Pro, sp2, had just reactivated windows and got

[Windows Product Activation]
This copy of Windows must be activated with Microsoft before you can log in.
Do you want to activate Windows now?
[Yes]  [No]

I say yes, and it says:

[Activate Windows]
Windows Product Activation
Windows is already activated.
[OK]

I click OK and it takes me back to the Welcome (log on) screen.

The only way "for me "to bypass the loop is to boot up in "Safe Mode"

None of the solutions worked for me I had to load sp3 in safe mode and all is well.

Thanks for the hours of solutions, but in the end it was a shot in the dark that no one posted anywhere (included multiple other sites) so I thought I would give what worked for me.
