I have searched and searched, but I cannot find a free Wake on Lan utility that does what I want. I just want a utility that can scan a network for computers, match their IPs to their MACs, and put them in a list. It would also be nice if multiple computers could be selected to wake up at the same time.

wakeonlan may not fit your needs now but may someday in the future.  Right now it can read in a list of MAC addresses from a file so you can store a little database.  On the wish list the author intends on adding support for extracting hardware addresses from DHCP, ARP tables and more.

Try Wake on LAN utility from EMCO. They have a free version that allows to wake up multiple PCs. It automatically scans your network to detect PCs, so you can select target PCs and it also performs MAC detection in automatic mode.

LAN means local area network. I have a free software of connecting with those network. It controlled by the user.

There's free wake on LAN software called WakeOnLANx (also known as RemoteRebootX) that does exactly what you're looking for plus a lot more.  You can add a list of computer names or IP addresses, retrieve the MAC addresses, Wake On Lan all or some of them at the same time, remote reboot or remote shutdown with integrated pinging, and even a task scheduler.
