A process in LISTENING state is sending packets?

My TCPView shows that a process called winrdlv3.exe is in TCP LISTENING state but the count of its sent packets is keeping increasing (no received packets)? Why can a process in LISTENING state send packets?

A process can be in multiple states at the same time. It can be in Listening state on one port while sending on another.
