Procdump and ProgramFiles (x86)

I am using a WMI permanent event subscription to trigger procdump when a process starts. I have the sysinternals suite extracted to a folder and listed within the system path variable. I find that when the sysinternals folder is in the C:\ directory I can see that procdump is running when using process explorer and/or the get-process cmdlet. When the sysinternals folder is in C:\Program Files (x86)\ it does not run. On a guess I did try checking the permissions on the sysinternals folder in C:\Program Files (x86), and I also tried disabling UAC. I not sure if I am missing something?
